ummm.....preffereably you will need an ASIO compliant sound card with A beefy CPu and low latency....

I run a semi-pro setup on a 1.7Ghz P4 with 512Mb DDR ram and I am getting 4.7ms Latency..
you will hear anything over 10ms

the Hercules Gametheater XP i beleive is ASIO compliant...might be worth a look

Look into the new Cubase. It has many many features I probably will never use (till I get out of college) hehe

My old soundblaster live gives me some basic effects which are pretty good for having a basic sing along through my soundcard. However i record the pure signal direct to disc and add the effects later using cubase VST or whatever sample software i'm using.

Jaswa - SB Live is ok for MultiMedia - not for anything beyond amatuer recording.

elitesatellite - you could run your mic into an effects rack, or pedal - then into your Mic in. External effects (in my experience) are much better for real-time recording. My system always has a hernia when I try to apply real-time effects on a track I'm recording.
Just wondering - why would you need real-time Mic in to Line out?
Are you trying to use your PC as an effects rack for live play?

Artisan - yer like i said, effects on soundblaster are good for having a realtime singsong while you're messing about playing a few ideas and writing songs etc. But not for decent quality recording.

For actual recording i've always used my external rack effects but am using software effects more and more these days with pretty good results :-)
