Help with downloads PLEASE!

Hey anyone got any advice as to why I can't download the attachment's, I am a member here and am logged in but I get a window come up that says ERROR LOCATING OBJECT HANDLER, and also tells me I need a viewer but doesn't tell me what viewer!
