Well, I'm not exactly familiar with that phrase synth..

But a "Pharse" is a passage of notes (usually 1 note at a time, sequenced)

So.. a phrase synth would indicate to me a synth with a simple sequencer.

Yes, probably for looping simple seqences or repeating small phrase patterns..Something like that...Don't know 100% though.
