note velocities are stored in midi file for each note-on and note-off.
note off velocities are ignored by most devices.
Note on velocities should not be lost during loading / saving in a midi
software, specially not in a midi sequencer (Encore).
With GNMIDI or any midi sequencer you can check if the velocities are
correct in original file and wrong in saved file (assuming you did't
change volume or velocities in the file).
If the velocities are same in original and after velocity changes then
it seems that modifying velocity is not possible or operation wrong
used.
GNMIDI can increase note velocities by percentage factor.
note velocities should not be increased for getting higher volume
(except if they are far too low), that can influence the sound by
effects.
