I usualy just edit in Cakwalk Express v8 or sonar. Its reasonably easy to highlight the notes on staff view and delete that you specifically don't wqant. It provides an option to delete the hole (which basically means it sticks the bits either side of what you deleted together again!

Any MIDI sequencing software will let you edit the length of your midi file.As mentioned by gdroad software such Cakewalk express,proaudio,sonar, Steinberg Cubase etc. will allow you to edit a midi sequence in complete detail.
But if you just wanna edit the length, then you could try some thing like anvil studio.Doing so would surely save a lot of money.
